Describe the project, even vaguely -- Opus drafts a DESIGN.md and opens it as a pull request for review.

Submitting opens GitHub in a new tab to finish as an issue there -- no account setup on this site, no token to paste. Your GitHub account is the only thing recorded as the requester, so you'll need to be signed in to GitHub to submit. Long requirements are copied to your clipboard rather than put in the link, since GitHub rejects a link that's too long -- paste (Ctrl/Cmd+V) over the placeholder text once you land there.
